Is Clinton In or Not In?

Senator Hillary Clinton reportedly emailed supporters yesterday that “I’m in … I’m in to win”. Fine, but if so, why is she announcing only the formation of an exploratory committee? Isn’t the ostensible purpose (not the coy, disingenuous purpose - the other one) to determine whether one actually is “in”?

The formation of an exploratory committee is the legal step that must be taken to enable a potential candidate to begin to raise funds. Since a presidential run costs on the order of $100 million these days (and consider the American myth of “anyone” being able to grow up and become president in light of that number), massive fundraising is the prelude to an official entry to the primary season.

A potential candidate is only “in” if s/he can raise the bucks.

Interesting - but as I understand it she is already far ahead of anyone else in $ commitments and has foregone matching funds to avoid the application of donation limits. If true, it would suggest that $ are not the issue. Do you know what her $ situation is, Mark?
